Garden Hole - Breaks Interstate Park

River-level access at the bottom of the Breaks gorge - common take-out for the short gorge run and the best fishing hole on the Russell Fork.

Garden Hole sits at the bottom of the Breaks gorge inside the park boundary. Stateline Overlook sits on the south end of the Overlook Trail and frames the canyon where Virginia meets Kentucky. During release weekends it is a calmer, less crowded vantage than Towers Tunnel - good for a longer sit with coffee while paddlers work the rapids below.

Release-Weekend Planning

  • Confirm the release schedule. The current year’s Flannagan Dam release dates and flows are published by the U.S. Army Corps of Engineers Huntington District. Verify at the Corps’ Flannagan Lake page before you commit to a weekend.
  • Skill level honestly. The Russell Fork at release flow is Class IV-V. If you are not a confident Class V boater, book a commercial raft trip - do not put on in a private boat.
  • Shuttle plan. Bartlick to Elkhorn City shuttles go over the mountain. Plan on roughly an hour each way and never assume a hitch.
