Named in honor of Congressman John Williams Flannagan, Jr., who represented Virginia's Ninth District from 1931 to 1949, the dam reflects his dedication to the Appalachian Highlands.
Authorized by the Flood Control Act of 1938, the dam's construction commenced in 1960 under the guidance of the U.S. Army Corps of Engineers and was completed by 1964. Standing 250 feet tall and stretching 916 feet in length, this earth-filled structure plays a pivotal role in flood control, water supply, and recreation for the region.

The reservoir's pristine waters are home to diverse fish species, including bass, walleye, and catfish, making it a sought-after destination for anglers.
